The downstream fuel playbook for 2027
Diesel supply, retail margin scrutiny, public price reporting and the first real pull of electrification all reach the forecourt in the same year. The operators in the strongest position will be those that can reconcile price, volume and quality from their own records.

Key points
- The IEA expects Middle East supply to recover fully only in 2027; Gulf net exports of diesel and gasoil were about a quarter of pre-war levels in August 2026.
- The CMA's 2025 average retail fuel margin was 10.7ppl, and its autumn 2026 review will examine pricing strategies and how quickly wholesale changes reach the pump.
- Fuel Finder makes every UK price change public within 30 minutes, so a retailer's pass-through lag can now be estimated by outsiders.
- At current diesel prices, loss tolerances should be restated in money and supply contracts checked wherever product origin has changed.
- Rapid charging brings a 99% network reliability duty and open-data obligations, and grid connection is often the binding constraint.
The 2027 playbook in brief
Downstream fuel businesses enter 2027 with four pressures arriving together, and each one is now measured by someone outside the company.
Supply is the first. The IEA's September 2026 Oil Market Report put net exports of diesel and gasoil from the Gulf at 390 kb/d in August, just over a quarter of pre-war levels, and recorded US diesel prices above $200 a barrel in early September, 94% higher than before the war. Global observed oil inventories had fallen by 507 million barrels since the conflict began. The IEA now expects a full recovery of Middle East supply only in 2027.
Margin is the second. The CMA has not found retailers exploiting the crisis, but it remains concerned that most of them price passively and keep margins high, and it has promised a more detailed review this autumn. Since 2 February 2026 every UK forecourt price change has had to reach Fuel Finder within 30 minutes, which turns each site's pricing history into a public, timestamped record.
Electrification is the third. Battery electric cars took 28.3% of UK new car registrations in September 2026, a record 99,201 vehicles. The year-to-date share of 26.2% sits below the 33% the zero emission vehicle mandate requires for 2026, and the mandate is under review. The decision to add high-power charging has to be taken years before fuel volume goes, and it brings its own grid and reporting obligations.
Evidence is the fourth. At current diesel prices every litre lost costs more, and replacement cargoes arrive from refineries and traders a buyer may not have used before.
The common requirement is a business that can show, for any site and hour, what it paid, charged, received and sold, from records it controls. This report sets out where those records break and the decisions to take between November 2026 and June 2027.

Verified buyer sourcing and sales-channel comparison for a small agricultural grower
A small grower holding a few tonnes of a new-season crop asked for verified firms that buy direct from producers. We built the list from official membership registries and showed that the choice of sales channel mattered more than the choice of buyer.

Launch programme for a new fine jewellery brand, from positioning to storefront and production equipment
A young jewellery brand preparing to sell direct to consumers engaged us for a multi-phase launch programme. So far that has produced the brand position, a built storefront, the sales and social accounts, a product render standard and a purchase recommendation for in-house casting equipment.

Two deep audits and an ordering-failure diagnosis for an online specialty food shop
An online specialty food shop in the Gulf asked for an audit, then for help when customers said they could not order. We found the cause in a theme rule and in stock tied up by unfulfilled orders, and turned two audits into a prioritised programme.

How an engagement with THEFOCUS starts
A first conversation is about your situation. If there is a fit, we propose a scoped diagnostic with a fixed deliverable before any larger commitment.
Start a conversation01
A working conversation
Forty-five minutes with the person who would lead the work. We ask about the decision, the systems behind it and the deadline.
02
A scoped diagnostic
Read-only access, a fixed timeframe and a written finding: what the records show, what it costs and what to change first.
03
A plan you can act on
Changes, owners, measures and exclusions in writing. The same team then builds and measures, or hands over cleanly.
- One accountable team
- The people who diagnose also build the systems and measure the result.
- Partners chosen per problem
- Independent specialists join for the parts that need them, under one contract.
- Records before dashboards
- Orders, ledgers and logs are reconciled before any recommendation depends on them.
